We are seeking a qualified State Facilitator to support targeted interventions across Kebbi State.
This position offers a unique opportunity to lead critical state-level and localized field operations, safeguard child development during the foundational First 1000 Days of Life, and facilitate the strategic rollout of the national flagship N774 Programme in Kebbi State.
Core Responsibilities and Areas of Influence
Primary Program Deliverables
The facilitator is expected to submit the following outputs:
- Operating under the direct supervision of the Field Office Nutrition Manager, Specialist, or an assigned focal person, the State Facilitator will provide technical, operational, and administrative support to state and local health systems. The duties are divided across four key performance pillars.
- Program Development and Local PlanningProvide targeted technical assistance to state ministries, local governments, and community partners in formulating context-specific nutrition programs, annual operational plans, and micro-plans.
- Guide state and LGA nutrition focal persons through official administrative processes, including the drafting of memoranda, requisitions, and work plan approvals by principals.
- Coordinate and facilitate regular progress-review meetings with state authorities, non-governmental partners, and healthcare representatives.
- Adapt, domesticate, and support the implementation of state-approved nutrition strategies, job aids, and clinical protocols.
- Represent the program and contribute technical insights during state nutrition coordination forums and sector meetings.
- Field Implementation and Operational SupportOversee and monitor the day-to-day execution of approved nutrition programs across state and local health structures in line with approved work plans.
- Coordinate community mobilization and advocacy efforts to drive awareness and encourage participation in public health and nutritional services.
- Coordinate nutrition responses and service delivery initiatives in underserved, remote, and hard-to-reach communities within Kebbi State.
- Support field offices in administrative financial management, including processing activity funds, verifying beneficiary distribution logs, and auditing payment lists.
- Support the development and oversight of Program Cooperation Agreements (PCAs) and Memorandums of Understanding (MoUs) at the state level.
- Supply Chain Management and Last-Mile DistributionPartner with state and LGA health authorities and healthcare facilities to plan and oversee the distribution of essential nutrition commodities.
- Generate and submit monthly stock reports tracking inventory levels, consumption rates, and balances to minimize stockouts.
- Conduct structured field monitoring visits to communities and clinics to verify that the quality and quantity of distributed commodities meet programmatic guidelines.
- Lead hands-on coaching and training for warehouse staff, storekeepers, and healthcare facility workers on proper storage and inventory tracking.
- Set up immediate reporting channels for suspected cases of commodity diversion, theft, or supply chain blockages.
- Capacity Building and MonitoringFacilitate training initiatives and workshops designed to build technical capacity among state and LGA staff, community health workers, and local volunteers.
- Manage the timely collection, verification, and submission of clinical, programmatic, and inventory reports from health clinics and partners.
- Conduct joint physical field visits with government partners to audit program progress, address operational bottlenecks, and implement solutions.
- Assist in mid-term, annual, and terminal evaluations alongside public health counterparts.
- Gather, clean, and report key performance indicators (KPIs) to the assigned field office.

The facilitator is expected to submit the following outputs:
- Weekly updates on the humanitarian situation, population movements, or service disruptions in Kebbi State.
- Monthly progress reports outlining completed field activities, implementation challenges, and technical recommendations based on agreed-upon work plans.
- Monthly inventory sheets detailing commodity levels across all assigned health facilities and local government structures.
- Field trip, monitoring, and end-user verification reports reflecting distribution quality and community feedback.
- Comprehensive summaries of state and local coordination meetings outlining key discussion points and assigned actions.
- Consolidated monthly supply requests for essential nutrition materials.
- A detailed final report summarizing overall field observations, systemic issues, and strategic recommendations at the conclusion of the contract.
Candidates must demonstrate the following educational and professional qualifications:
- EducationA first degree (B.Sc., B.Tech., or equivalent) in Food and Nutrition, Public Health, Human Nutrition, or a closely related biological or social science discipline.
- Proven computer literacy with functional proficiency in data entry and MS Office applications, particularly Word and Excel.
- ExperienceA minimum of three (3) years of active, professional experience in public health, nutrition program coordination, or healthcare logistics management.
- LanguageFull professional fluency in English (written and spoken).
- Working knowledge of Hausa is highly desirable and will be considered a significant asset for field operations.
